PBM Industry Launches New Messaging Campaign Following Federal Reforms

The nation's leading pharmacy benefit manager (PBM) trade association, the Pharmaceutical Care Management Association (PCMA), has launched its largest-ever advertising campaign as the industry responds to new federal reforms enacted earlier this year. The campaign emphasizes PBMs' role in lowering drug costs and protecting patients, reflecting a broader effort to reshape public perception of the industry following increased congressional scrutiny and regulatory changes.

The reforms, approved by Congress in February, require greater transparency in PBM operations, mandate the pass-through of certain rebates, and prohibit linking PBM compensation to drug prices in Medicare Part D. While PBM leaders acknowledge that some reforms were necessary, they continue to argue that pharmaceutical manufacturers remain the primary drivers of rising drug costs. Pharmaceutical industry representatives, however, contend that PBMs' market dominance contributes significantly to patient access and affordability challenges.

With lawmakers signaling that additional PBM-related legislation could still be considered, the debate over drug pricing, transparency, and the role of intermediaries in the pharmaceutical supply chain is expected to remain a major healthcare policy issue throughout 2026.
